It's a very powerful move actually, Chipboles can leap to another place leaving smoke, making the other Pokemon cough.

Attack 2 : Pin-off
If a Pokemon pins Chipboles to the ground, it will automatically do the opposite, Chipboles pins the other Pokemon in a blink of an eye.
